British Columbia — CleanBC Better Homes

British Columbia's CleanBC Better Homes programme is the flagship provincial initiative, jointly delivered by BC Hydro, FortisBC, and the provincial government. It offers some of the highest rebates in Canada, with a particular focus on electric heat pumps and EV infrastructure.

Upgrade Standard rebate Low-income enhanced rebate
Air-source heat pump (central) Up to $6,000 Up to $9,000
Heat pump water heater Up to $1,000 Up to $2,000
EV charger (Level 2) Up to $350 Up to $700
Insulation (attic/walls) Varies by R-value improvement Enhanced rates
Home energy assessment $200 rebate on cost Free assessment

How to apply: Book through the CleanBC Better Homes portal (betterhomesbc.ca) or use a participating contractor who applies instant rebates at point of sale. BC Hydro and FortisBC customers both qualify. Low-income enhanced rebates are accessed through the BC Hydro Customer Crisis Fund or FortisBC equivalent.

Ontario — Enbridge Home Efficiency Rebate Plus

Ontario's most significant provincial rebate programme for home energy retrofits is the Enbridge Home Efficiency Rebate Plus — funded by Enbridge Gas and available to natural gas customers in Ontario (and some New Brunswick customers). Note: this does not include solar panels.

Upgrade Rebate amount Notes
Air-source heat pump Up to $7,100 Cold-climate units get highest rebate
Insulation (attic) Up to $3,000 Based on R-value improvement
Smart thermostat Up to $85 Nest, ecobee, Honeywell eligible
Windows & doors Up to $250/window Energy Star Most Efficient required
Maximum combined Up to $10,000 Per household across all measures

How to apply: Register at enbridgegas.com/home-efficiency-rebate. Use a registered contractor and submit invoices within 90 days of installation. Must be an Enbridge Gas Ontario customer. Home energy assessment recommended but not mandatory for all measures.

Quebec — Chauffez Vert & Rénoclimat

Quebec's ultra-cheap hydroelectricity (~$0.07–$0.09/kWh from Hydro-Québec) means solar panels rarely make financial sense in the province. Quebec's incentive focus is therefore on fuel-switching — converting from expensive oil and propane heating to efficient electric heat pumps.

Chauffez Vert

For households currently heated with oil, propane, or natural gas, switching to an electric heat pump.

Up to $3,000
Transitional Économie verte program; apply via transitionenergetique.gouv.qc.ca

Rénoclimat

Quebec's home retrofit programme — insulation, air sealing, heat recovery ventilators.

Up to $5,000
EnerGuide assessment required; for insulation, windows, HRVs

Quebec note on solar: With electricity at ~$0.07–$0.09/kWh, a solar system's financial payback in Quebec is typically 20–30+ years — longer than the panel's useful life. Solar in Quebec is primarily an environmental choice, not a financial one. Focus on heat pump and insulation rebates where the ROI is much stronger.

Alberta — Efficiency Alberta & Micro-Generation

Alberta has a deregulated electricity market, meaning rates vary by retailer and time period. This actually creates opportunities for solar battery storage and smart energy management. The province's micro-generation regulations support net metering.

Efficiency Alberta — Heat pump rebates

Air-source heat pumps: $750–$1,500 depending on efficiency rating (HSPF). Heat pump water heaters also eligible. Apply at efficiencyalberta.ca using registered contractors.

Micro-Generation Programme (Solar)

Alberta's Micro-Generation Regulation allows solar owners to export surplus power to the grid and receive credits. The credit rate is the distribution access rate — not the full retail rate — typically $0.04–$0.08/kWh. Calgary and Edmonton have good solar irradiance. Payback periods: 12–18 years at typical Alberta electricity rates.

ENMAX / ATCO Green Programmes

Some Alberta utilities offer green energy options and community solar subscriptions. ENMAX in Calgary has offered Green Energy Credits and green add-on packages. Check your specific utility for current offers.

Nova Scotia — Efficiency NS

Nova Scotia has the highest electricity rates in Canada (~$0.18/kWh) and one of the most active provincial efficiency programmes. Both solar and heat pumps make strong financial sense here.

Upgrade Rebate amount Notes
Heat pump (ducted) Up to $2,000 Cold-climate units preferred
Ductless mini-split heat pump Up to $500/unit Multiple units eligible
Insulation Up to $3,500 Attic, basement, walls
Home energy assessment Subsidised / free for eligible Required for most retrofit rebates

Frequently Asked Questions

Which Canadian province has the best rebates for heat pumps?
British Columbia and Nova Scotia currently offer the strongest heat pump rebate packages. BC's CleanBC Better Homes programme provides up to $6,000 for air-source heat pumps plus additional rebates for heat pump water heaters, EV chargers, and home energy assessments — with enhanced rebates for low-income households. Nova Scotia's Efficiency NS offers up to $2,000 per heat pump plus significant additional rebates for cold-climate units and heat pump water heaters, and the province's high electricity rates (~$0.18/kWh) make heat pumps particularly cost-effective. Ontario's Enbridge programme is also generous at up to $10,000 combined, but is limited to Enbridge gas customers.
Does Ontario have a solar panel rebate?
Ontario does not currently offer a provincial solar panel rebate or tax credit. The Ontario MicroFIT programme (which offered a feed-in tariff for small solar installations) was closed to new applications in 2017. For solar in Ontario, the main financial mechanisms are: (1) Net metering through your local distribution company — you receive credits for exported electricity; (2) The federal Clean Technology ITC (30%) if you operate a business from home; (3) Enbridge Home Efficiency Rebate Plus for heat pumps, insulation, and windows (not solar panels); (4) Electricity bill savings at Ontario's rates ($0.12–$0.18/kWh), which still make solar economically viable with a 10–14 year payback in southern Ontario.
How do I apply for CleanBC Better Homes rebates in BC?
You can apply for CleanBC Better Homes rebates through two pathways: (1) Instant rebate — many participating contractors apply the rebate directly at point of sale, reducing your upfront cost immediately; (2) Mail-in/online claim — if your contractor doesn't offer instant rebates, you submit a claim form at bchydro.com or fortisbc.com (depending on your utility) after installation with invoices and proof of purchase. You need to use a registered contractor and ensure the equipment meets the programme's efficiency specifications. Check the CleanBC Better Homes website for a current list of eligible products and registered contractors.
Are there rebates available in provinces not mentioned here?
Yes — most Canadian provinces have some form of energy efficiency rebate programme, though the scale varies. Manitoba Hydro offers rebates for heat pumps, insulation, and smart thermostats. SaskPower in Saskatchewan has efficiency programmes. New Brunswick Power offers home energy retrofits. Newfoundland Power and NL Hydro have conservation programmes. Prince Edward Island's EfficiencyPEI is one of Canada's most active per-capita efficiency programmes, with strong heat pump and insulation rebates. The specifics change frequently — check your provincial utility or energy authority website for the most current offerings.
Can I combine provincial and federal rebates in Canada?
Generally yes — provincial rebates can be combined with the federal Oil to Heat Pump Affordability Program (for eligible households switching from oil heat), and provincial rebates are generally separate from and additive to any federal programmes. However, since the Greener Homes Grant ended, there's no broad federal programme to stack with for most homeowners. Provincial rebates and the Oil to Heat Pump Affordability Program can sometimes be combined if you qualify for both. Always check with the programme administrators — some federal programmes require you to subtract provincial rebates from the eligible cost.
Do Enbridge rebates apply outside of Ontario?
The Enbridge Home Efficiency Rebate Plus programme operates in Ontario and, through Enbridge Gas New Brunswick, in parts of New Brunswick. The programme is specific to natural gas customers of Enbridge Gas. If you're an Enbridge Gas customer in Ontario, you can receive up to $10,000 combined for heat pumps, insulation, smart thermostats, and other upgrades — and these stack with the federal Oil to Heat Pump programme if applicable. If you're in BC, Quebec, or Alberta, you would access your own province's programmes rather than Enbridge.
